Born and raised in Guernsey, Boley Smillie began his career at Guernsey Post Limited in 1991 after completing his secondary education at La Mare de Carteret School. Over the years, he gained extensive experience across various roles, steadily advancing within the company. He was appointed Operations Director in 2007 and became an Executive Director in April 2010. Later that year, Boley was promoted to Chief Executive.

As Chief Executive, he successfully steered the company through significant challenges, including a major restructure of the business following the abolition of low value consignment relief, reform of the Company’s defined benefit pension scheme, and the integration of sorting automation. Under his leadership, the business received international recognition for its innovation, most notably the longstanding partnership with online greeting card giants Moonpig and Funky Pigeon, its approach to people management, and the conversion of the company’s delivery fleet to solar-powered electric vehicles. In 2021, he led the negotiation and acquisition of HR Air Ltd, a freight and logistics company, which was a major milestone in Guernsey Post's diversification strategy and an enabler of the e-commerce innovations and growth that followed.

Since 2019, Boley has also served as the non-executive chairman of Guernsey Mind and, last year, was appointed by Mind in the UK to its Federation Leadership Board. In October 2024, Boley was appointed Chief Executive and Head of the Public Service, formally joining the Civil Service in January 2025.
